    Is there anyone in the known world who is unaware of mid-20th century Hollywood icon Judy Garland (nee Frances Ethel Gumm), star of The Wizard of Oz and "Meet Me in St. Louis"? If the dewy child star face later ravaged by drug, drink and bad marriages fades away then the signature Oz standard "Over the Rainbow" — famously reconstructed by Patti LaBelle and, in the Aughties, covered by Rufus Wainwright, initially at the funeral for Lance Loud — abides as global lullaby and reminds us all of a simpler, more civil time when the Hollywood studio machine concealed many of the flaws in their "product" and pop had not devolved into an arena wherein Garland's troubled daughter Liza Minnelli would seek to air her pathology on VH1. "Swanee's" Dixie pastiche here shows her charm (and "All God's Chillun Got Rhythm" does not).
